Access Doc Desk fixes posted documents for small cities, school districts and special districts. The ADA Title II web rule requires public web content, including posted PDFs, to meet WCAG 2.1 AA. Public entities with a population under 50,000 and special district governments have until April 26, 2028, under an interim final rule adopted in April 2026.

Board agendas, packets, forms and notices. Start with one document or send a list.
Tagged structure, correct reading order, real titles and alt text for images, with a report of what changed in each document.
Accessible versions ready to replace the originals, plus the change report for your records.
We do not certify compliance. We fix documents and show our work: every change is listed in the report that comes back with each file. Your words stay yours; we fix structure, not content. Final compliance decisions and legal questions stay with you and your counsel.
A real look at the work before you send anything.
A made-up short agenda for a fictional district. The problems are the kinds we found when we checked a real public board agenda (name withheld).
| Check | Before | After |
|---|---|---|
| Document title | None. A screen reader announces the file name. | Descriptive title set, and shown in the title bar |
| Structure | No tags. A raw text stream, no headings or lists. | Tagged headings and lists in reading order |
| Language | Not set | Set to US English |
| Special characters | The section sign (§) displays and reads as the Greek letter "beta". | Real section sign, read correctly |
| # | Change | Why it matters | Standard |
|---|---|---|---|
| 1 | Added document tags: headings for the numbered agenda sections, lists for lettered items. | Screen readers can navigate and announce the structure. | WCAG 2.1 AA 1.3.1 |
| 2 | Set a descriptive title and turned on title display. | The document is identified by name, not file name. | WCAG 2.1 AA 2.4.2 |
| 3 | Set the document language. | Correct pronunciation. | WCAG 2.1 AA 3.1.1 |
| 4 | Replaced the mis-encoded section sign. | Text reads correctly. | WCAG 2.1 AA 1.3.1 |
| 5 | Flagged for you: fix the export template once so every future agenda starts accessible. | One template fix beats repairing each file. | Recommendation |
What this does and does not show. We fix documents one at a time and list every change. Fixing a document does not by itself make a whole website compliant, and we do not certify compliance. That stays with you and your counsel. The "after" sample has tags, title and language, and has not been tested with a screen reader.
